Most problems with a Telangana government service start with a complaint, application or grievance - not an RTI. This router lists the official state systems, what each covers, how to track it, and the escalation step when nothing happens. Every fact below comes from an official government source, listed with its verification date at the bottom of each card.

Any Telangana government grievance

Use it for: Grievances about any Telangana government department or scheme, submitted in person at Mahatma Jyothiba Phule Praja Bhavan.
Not for: Do not use the old cpgrams.ts.nic.in portal - it was officially discontinued on 01-Jun-2026 (notice on the old portal citing Letter No. 16/Plg/Prajavani/2026).
First step: Submit the petition in person at Praja Bhavan on a Tuesday or Friday; you receive an acknowledgement with a unique reference ID.
Tracking: Track online in the Grievance Status tab using your mobile number or reference number.

MeeSeva

Certificate and service applications (income, caste, residence and more)

Use it for: Applying for and tracking Telangana certificate and citizen services; the issuing authority (which varies by service) decides the application.
First step: Keep the application/transaction number from your MeeSeva receipt - every later step (tracking, grievance, RTI) quotes it.
Tracking: Track the application on the MeeSeva portal; a Grievance section (dashboard and feedback) is available on the portal.
Official timeline: no verified timeline is shown here - check the current rules on the official portal.
Where RTI fits: If a MeeSeva application remains pending, an RTI to the SPIO of the issuing authority can request the application status, the officer it is pending with, the prescribed timeline (if any), and the recorded reasons. Identify the issuing authority from your receipt or status page; for some revenue certificates this may be the Tahsildar/MRO or RDO.

Bhu Bharati

Land records, mutation, passbooks and registration (Telangana)

Use it for: Land-record services and grievances: registration and mutation applications, passbooks, land status, encumbrance details, prohibited-lands list, and grievance filing for land matters.
First step: File the application or land-matter grievance on the portal and keep the application/grievance number.
Tracking: Application-status modules on the portal.

Telangana Police petitions

Police petitions and complaint follow-up

Use it for: Lodging petitions with Telangana Police and checking petition status online. A petition is not an FIR - for emergencies call 112/100.
Not for: Emergencies (112/100), cyber financial fraud (1930 first), and women in distress (181).
First step: Lodge the petition through Citizen Services and keep the petition number.
Tracking: Check Petition Status on the portal with the petition number.

TGRERA

Real-estate project and builder complaints

Use it for: Complaints by any aggrieved person about alleged RERA violations involving projects, promoters, agents or allottees in Telangana (the complaint form asks whether the project is registered).
First step: Pick the right route first: a complaint to the Authority for RERA violations (Rule 34, Form M), or a claim for interest/compensation before the Adjudicating Officer (Rule 35, Form N). Then register as a complainant on the TGRERA complaint portal (login required) and file on the correct form.
Tracking: Track through your complaint login on the portal.
Official timeline: Both routes carry a sixty-day disposal rule from receipt of the application, with reasons recorded in writing where it takes longer: Section 29(4) for complaints before the Authority (Form M) and Section 71(2) for claims before the Adjudicating Officer (Form N).
Official fee: Filing fee: Rs 1,000 - for a complaint to the Authority (Rule 34, Form M) and likewise for a claim before the Adjudicating Officer (Rule 35, Form N).
Where RTI fits: TGRERA is a public authority with its own designated PIO and appellate authority (named in its official RTI disclosure) - an RTI to its PIO can request the status and record of your complaint file.

Water and sewerage (Hyderabad)

Use it for: Water supply, sewerage and billing complaints in the HMWSSB service area, using your CAN (customer account number).
First step: Register the grievance under Customer Services (or call 155 313) and keep the grievance number.

Use it for: Electricity supply, billing and connection complaints in the TGSPDCL area, using your unique service number (UKSCNO).
First step: Register the complaint online (Consumer Service Requests / No Power Complaint) or call 1912, quoting your UKSCNO.

When the official route fails: what RTI actually does

RTI is a statutory route to obtain the administrative record about your application or complaint - the file movement, the officer it is pending with, the reasons recorded, and the action taken. It does not compel resolution, and it works best after you have used the correct route above and kept the acknowledgement number.
