Delhi RTI Online Portal Help: Department Not Listed, Net Banking Payment, First Appeal and Offline Filing
Note: FileMyRTI is not a government website. This guide helps citizens use the official RTI portal correctly. If the portal does not support your department or filing route, FileMyRTI can help you file through the correct online or postal method.
You can file an RTI online at rtionline.delhi.gov.in for Government of NCT of Delhi departments and public authorities available on the portal. The portal supports online RTI applications and First Appeals, with the prescribed RTI fee paid through Net Banking. Do not use this portal for Central Government offices or other States - such RTIs may be returned without refund. If the Delhi public authority you need is not available on the portal, file by post to the concerned PIO.
Before you start, keep these ready
- Your full name and postal address
- A mobile number and email ID
- The Delhi department / public authority you want information from
- Your RTI questions, written clearly in plain text
- Any reference number, complaint number, file number, application number or registration number
- A supporting document as a small PDF, if needed
- A BPL certificate, if claiming the fee exemption
- A Net Banking facility to pay the prescribed RTI fee
How filing works
- Open rtionline.delhi.gov.in and use the "Submit Request" option.
- Read the portal instructions carefully before proceeding.
- Select the concerned Government of NCT of Delhi department / public authority from the available list.
- Enter your applicant details and postal address correctly.
- Write your RTI request in clear, plain language. The portal FAQ limits the text field to 3000 characters - if your RTI is longer, keep the portal text short and upload the full application as a PDF under Supporting Documents.
- Upload supporting documents only if relevant or required (attach the BPL certificate if claiming the exemption).
- Non-BPL applicants pay the prescribed RTI fee through Net Banking.
- Submit the application and save the unique registration number (it may also be sent by SMS/email).
- Use the "View Status" option later to track your RTI.
If your department is not listed (the most common problem)
- Look for the parent Government of NCT of Delhi department - many offices, boards, authorities, directorates and local units sit under a larger department.
- Search using different names - a public authority may appear under the parent department, board, authority, directorate or office name.
- Do not choose a random department just to proceed - a wrong selection can delay the RTI or cause transfer/return.
- If it is a Central Government office, use the Central RTI portal (rtionline.gov.in) - see our Central portal help.
- If it is another State's public authority, use that State's RTI route.
- If the Delhi public authority is genuinely not available, file by post to the concerned PIO - see our guide to filing RTI offline.
- On Section 6(3) transfer: the Delhi FAQ says if you select the wrong Delhi department, the Nodal Officer may transfer it electronically to the correct Government of NCT Delhi authority under Section 6(3) - but do not treat this as a substitute for choosing the right authority. Common portal errors and how to fix them
Department / public authority not found
Do not guess. Search for the parent Delhi department, board, authority, directorate or related public authority. If the correct Delhi authority is still not available, file by post to the PIO.
Wrong authority selected
If you realise the authority is Central Government or another State, do not proceed on the Delhi portal - use the correct route. Applications filed through the wrong jurisdiction may be returned without refund.
Only Net Banking shown at payment
The Delhi portal says the prescribed RTI fee is paid through Net Banking. If you do not have Net Banking or the payment route is failing, file by post using the fee mode prescribed by the concerned public authority.
Payment failed, or amount debited but application not confirmed
Do not pay again immediately. Save the bank reference number, check whether a registration number is generated, and use the portal status/help option. If the issue does not resolve, contact the Delhi RTI portal helpdesk before making another payment.
Your RTI is longer than 3000 characters
The Delhi portal FAQ limits the application text field to 3000 characters. Keep the portal text short and upload the longer RTI as a PDF under Supporting Documents.
Portal rejects special characters in your RTI text
Remove bullets, emojis, smart quotes, copied formatting and unusual symbols. Paste your draft into Notepad first, then copy the plain text into the portal. Use short numbered questions and simple punctuation.
Supporting document upload failed
Use a small PDF and remove spaces/special characters from the file name. Upload only documents relevant to your RTI or required by the portal. If claiming BPL exemption, attach valid BPL proof.
Additional fee demanded
The Delhi FAQ says additional fee for copying/inspection may be shown through the "View Status" option (with an email alert). Use your registration number in View Status to access the "Make Payment" option for the additional fee.
No registration number generated
Do not assume the RTI was filed. Check whether payment was successful and whether the application appears under status/history. Keep screenshots and payment details. If no record appears and your matter is urgent, file by post and keep Speed Post proof.
Filing a First Appeal
The Delhi portal supports First Appeals for RTIs filed through it - use the "Submit First Appeal" option and refer to the original RTI registration number. The FAQ says the First Appeal also reaches the Nodal Officer electronically (who transmits it to the concerned First Appellate Authority), and that there is no fee for a First Appeal. If your RTI was filed physically by post, file the First Appeal physically to the FAA of the same public authority, unless an online route is provided. For a complaint or Second Appeal, follow the route linked by the official Delhi portal / the Central Information Commission.
When to use a State portal or file offline instead
- The Delhi public authority is not available on the portal.
- The matter belongs to Central Government or another State.
- You do not have Net Banking, or the portal/payment is repeatedly failing.
- The correct department/public authority is unclear, or you want a Speed Post trail as proof.
- You already know the PIO address and prefer postal filing, or you need to attach documents easier to send physically.

Postal RTI packet checklist
- Signed RTI application
- Correct fee instrument or BPL proof
- Supporting document, if needed
- Envelope addressed to the PIO / public authority
- Your return address
- A photo or photocopy of the full packet before dispatch
- The Speed Post or registered post receipt

Frequently Asked Questions
Can I file Delhi RTI online?
Yes. You can file RTI applications and First Appeals online at rtionline.delhi.gov.in for Government of NCT of Delhi departments and public authorities available on the portal.
Can I file Central Government RTI on the Delhi portal?
No. For Central Government public authorities such as EPFO, Passport Office, Income Tax and central ministries, use the Central RTI portal at rtionline.gov.in. The Delhi portal says Central/other-State applications filed there may be returned without refund.
How do I pay the Delhi RTI fee online?
The Delhi portal FAQ says non-BPL applicants pay the prescribed RTI fee through Net Banking. BPL applicants are exempt but must attach a valid BPL certificate.
Is there a limit on the RTI text?
