Why the MeeSeva Timeline Is Your Leverage

Each MeeSeva service has an official service standard (a published number of working days). Your application gets a MeeSeva number and is routed to the issuing authority — usually the Tahsildar (MRO), and for some services the Revenue Divisional Officer (RDO) or District Collector. When that published timeline is exceeded, the delay is a breach of the department’s own standard, not a favour you are seeking. An RTI quoting the standard and your MeeSeva number forces the office to disclose the exact stage, the recorded reason and the accountable officer.

The Escalation Ladder

If a revenue certificate is delayed beyond its timeline, escalate within the department — Tahsildar (MRO) → Revenue Divisional Officer (RDO) → District Collector — and file an RTI in parallel. The RTI puts the status, the recorded reason and the officer on the record within 30 days, which is the documented basis a grievance or a First Appeal then stands on. If the department also misses the RTI deadline, that is itself a First Appeal under Section 19(1), and then a Second Appeal to the Telangana State Information Commission.

How to Use the Timeline Inside Your RTI

  1. Quote the standard and your MeeSeva number. State the published timeline (e.g. “an income certificate is to be issued in 7 working days”) and your application number, and ask why it was not met.
  2. Ask for the stage, the reason and the officer. Always request the exact stage at which it is pending, the recorded reason for delay or rejection, and the name and designation of the responsible officer.

Is the Revenue Department / MeeSeva covered by RTI?

Yes. The Revenue Department is a public authority under the RTI Act, 2005, and its offices (Tahsildar, RDO, Collector) have Public Information Officers. A reply is due within 30 days.

My certificate is past its MeeSeva timeline. What can RTI do?
