His jurisdictional specialization covers the full spectrum of Telangana-specific matters: land records disputes on the Dharani portal (and the successor Bhu Bharati platform), mutation and sadabainama applications stuck at the Mandal level, GHMC building-plan and trade-licence delays, passport police-verification delays handled by Hyderabad Commissionerate, and pension / welfare disputes at the state department level. He regularly appears before the Telangana State Information Commission for Second Appeals and has secured disclosures from departments including the Telangana State Revenue Department, GHMC, Hyderabad Metropolitan Water Supply & Sewerage Board, and the Telangana Road Transport Corporation.

Drafting Approach

Hashmi's drafting emphasises precise invocation of Telangana-specific rules — the Telangana State RTI Rules, the Andhra Pradesh (Telangana Adaptation) Act for older records, and notifications by the Telangana SIC. He works closely with Adv. Narsimha Chary on strategy for complex matters and with Adv. Vara Prasad when a case spans the Telangana-Andhra Pradesh jurisdictional boundary.
