Uttar Pradesh RTI Online Portal Help: Department Not Listed, Payment, First Appeal and Offline Filing
Note: FileMyRTI is not a government website. This guide helps citizens use the official RTI portal correctly. If the portal does not support your department or filing route, FileMyRTI can help you file through the correct online or postal method.
You can file an RTI online at rtionline.up.gov.in for Uttar Pradesh Government departments and public authorities available on the portal. The portal supports RTI applications and First Appeals, with online payment through Net Banking, Debit Card, Credit Card and UPI. Do not use this portal for Central Government offices, other State Governments, UP Vidhan Sabha, UP Vidhan Parishad or Allahabad High Court departments/authorities - if such RTIs are filed here, the application may be returned without refund. If your public authority is not available on the portal, file by post to the concerned PIO.
Before you start, keep these ready
- Your full name and postal address
- A mobile number and email ID
- The Uttar Pradesh department / public authority you want information from
- Your RTI questions, written clearly in plain text
- Any reference number, complaint number, file number, application number or registration number
- A supporting document as a small PDF, if needed
- BPL proof, if claiming the fee exemption
- A payment method: Net Banking, Debit Card, Credit Card or UPI
How filing works
- Open rtionline.up.gov.in and start a new RTI request through the application / request option.
- Read the instructions carefully before proceeding.
- Select the concerned Uttar Pradesh department / public authority from the available list.
- For district-level offices, follow the portal district-selection rule: except for DM/SSP-level matters, select the relevant directorate / commissioner-level public authority and then choose the concerned district.
- Enter your applicant details and postal address correctly.
- Write your RTI request in clear, plain language.
- Upload supporting documents only if relevant or required by the portal.
- Pay the applicable fee using Net Banking, Debit Card, Credit Card or UPI, unless claiming a valid BPL exemption.
- Submit the application and save the acknowledgement / registration number.
- Use the portal status option later to track your application.
District-level office selection
The UP portal notice says that, except for DM/SSP-level matters, applications relating to other district-level offices should be filed by selecting the relevant directorate / commissioner-level public authority and then choosing the concerned district. This matters for local/district offices, because choosing the wrong authority can delay the RTI or cause return/transfer.
If your department is not listed (the most common problem)
- Look for the parent Uttar Pradesh department - many district offices, boards, authorities, directorates, corporations and local offices sit under a larger department.
- Search using different names - a local office may appear under the parent department, district office, authority, board, corporation or directorate.
- Do not choose a random department just to proceed - a wrong selection can delay the RTI or lead to return/transfer.
- If it is a Central Government office, use the Central RTI portal (rtionline.gov.in) - see our Central portal help.
- If it is UP Vidhan Sabha, UP Vidhan Parishad or Allahabad High Court authorities, do not use this portal - use the prescribed route for that authority.
- If it is another State's public authority, use that State's RTI route.
- If the Uttar Pradesh public authority is genuinely not available on the portal, file by post to the concerned PIO - see our guide to filing RTI offline.
- Use Section 6(3) transfer only after a reasonable effort to identify the correct public authority. See Section 6(3) explained.

Common portal errors and how to fix them
Department / public authority not found
Do not guess. Search for the parent department, directorate, commissioner-level authority, district office or related public authority. For local bodies, municipalities, development authorities, police offices, universities, boards and corporations, check whether they appear under a broader department. If still not available, file by post to the PIO.
Wrong authority selected
If you realise the authority is Central Government, another State, UP Vidhan Sabha, UP Vidhan Parishad or Allahabad High Court-related, do not proceed on the UP portal - use the correct filing route. Applications filed through the wrong jurisdiction may be returned without refund.
Form submission not working
Refresh the page, clear the browser cache, or try another browser. If the portal repeatedly fails and your matter is time-sensitive, file by post so you do not lose time.
Mobile / email update not received
Wait a few minutes and check SMS, email and the spam folder. Make sure the mobile number has network. If the portal does not move forward, try again later or use offline filing.
Payment failed, or amount debited but application not confirmed
Do not pay again immediately. Save the bank/payment reference number, check whether an acknowledgement is generated, and use the portal status/help option. If the issue does not resolve, contact the UP RTI Online helpdesk before making another payment.
RTI text not accepted
Remove bullets, emojis, smart quotes, copied formatting and unusual symbols. Paste your draft into Notepad first, then copy the plain text into the portal. Use short numbered questions and simple punctuation.
Supporting document upload failed
Use a small PDF and remove spaces and special characters from the file name. Upload only documents relevant to your RTI or specifically required by the portal. If claiming BPL exemption, attach valid BPL proof.
No acknowledgement / registration number generated
Do not assume the RTI was filed. Check whether payment was successful and whether the application appears under status/history. Keep screenshots and payment details. If no record appears and your matter is urgent, file by post and keep Speed Post proof.
Filing a First Appeal
The UP RTI Online portal supports First Appeals for eligible UP public authorities - use your original registration / acknowledgement details to file the First Appeal online if the RTI was filed through this portal. If your RTI was filed physically by post, file the First Appeal physically to the First Appellate Authority of the same public authority, unless that authority provides an online appeal route. For a Second Appeal or complaint, use the Uttar Pradesh State Information Commission route - not the RTI application / First Appeal flow.
When to use a State portal or file offline instead
- The Uttar Pradesh public authority is not available on the portal.
- The matter belongs to Central Government, another State, UP Vidhan Sabha, UP Vidhan Parishad or Allahabad High Court authorities.
- The portal form or payment flow is repeatedly failing.
- Your matter concerns a local office, municipality, panchayat, university, board, development authority or district office not found online.
- The correct authority/department is unclear, or you want Speed Post proof of filing.
- You already know the PIO address and prefer postal filing, or you need to attach documents that are easier to send physically.

Can I file Uttar Pradesh RTI online?

Can I file Central Government RTI on the UP portal?
No. For Central Government public authorities such as EPFO, Passport Office, Income Tax and central ministries, use the Central RTI portal at rtionline.gov.in.
Can I file RTI for UP Vidhan Sabha, UP Vidhan Parishad or Allahabad High Court departments on this portal?
No. The portal notice says RTIs relating to UP Vidhan Sabha, UP Vidhan Parishad and Allahabad High Court departments/authorities should not be filed here. Such applications may be returned without refund.
What if the UP department is not listed?
First search for the parent department, directorate or related public authority. For district-level offices, check whether the portal requires choosing a directorate/commissioner-level authority and then the concerned district. If it is still not available, file by post to the concerned PIO.
How can I pay the UP RTI fee online?
The UP portal supports online payment through Net Banking, Debit Card, Credit Card and UPI. Follow the amount shown by the portal during filing.
Can I track my UP RTI online?
Yes. If the application was filed through the portal and an acknowledgement/registration number was generated, use the portal status option to track it.
