Andhra Pradesh RTI Online Portal Help: File RTI, First Appeal, Portal Down and Offline Filing

You can file an RTI or First Appeal online for Andhra Pradesh Government departments/public authorities through the AP RTI Online portal at rtionline.ap.gov.in. If the portal is down, your department is not available, or the online route is not working for your matter, the reliable fallback is to file by post or in person to the concerned Public Information Officer with the prescribed RTI fee attached.
Before you start, keep these ready
- Your full name, postal address and contact details
- A mobile number and email ID
- The Andhra Pradesh department / public authority you want information from
- Your RTI questions, written clearly in plain text
- A payment method for the online fee shown by the portal - or, for offline filing, an Indian Postal Order / Demand Draft / Banker's cheque for Rs. 10 payable to the "Accounts Officer"
- A supporting document as a small PDF, if needed
- BPL proof, if claiming the fee exemption
How filing works
- Open rtionline.ap.gov.in and start a new RTI request (if the portal is down, use the offline route below).
- Read the portal instructions and select the concerned Andhra Pradesh department / public authority.
- Enter your applicant details and postal address.
- Write your RTI request in clear, plain language.
- Upload a supporting document only if needed (attach the BPL certificate if claiming the exemption).
- Pay the prescribed fee through the portal payment option.
- Submit and save the acknowledgement / registration number - you need it to track the RTI and to file a First Appeal.
If your department is not listed (the most common problem)
- Look for the parent Andhra Pradesh department the office sits under.
- If the portal is down or your authority is not available online, file by post to the concerned PIO - see our guide to filing RTI offline.
- If it is a Central Government office, use the Central RTI portal (rtionline.gov.in) - see our Central portal help.
- If it is another State's public authority, use that State's RTI route.
- Use Section 6(3) transfer if you address the wrong AP office - the PIO should transfer it to the correct authority. See Section 6(3) explained.

Common portal errors and how to fix them
Portal not opening / unavailable
The AP portal can be intermittently down. Wait a little and retry, clear the browser cache or try another browser. If it stays unavailable and your matter is time-sensitive, file by post to the concerned PIO so you do not lose time.
Login / registration issue
Check the email/mobile you used and retry; clear the cache or switch browser. If it keeps failing, use the offline/postal route.
Payment failed, or amount debited but not confirmed
Do not pay again immediately. Save the bank reference number and check the application status. If it is debited but not confirmed, keep the reference and contact the portal technical support before paying again.
Department / public authority not found
Look for the parent AP department. If your authority is not available online, file by post to its PIO. If it is a Central Government office, use rtionline.gov.in.
Supporting document / attachment problem
Use a small PDF and remove spaces/special characters from the file name. Upload only what is relevant to your RTI (and a BPL certificate if claiming the exemption).
No acknowledgement / registration number generated
Do not assume the RTI was filed. Check the status and your email. If nothing appears, retry or file by post and keep the Speed Post receipt as proof.
Filing a First Appeal
The AP portal supports First Appeals online for RTIs filed through it - use your registration number. If the portal is down, or your RTI was filed physically by post, file the First Appeal physically to the First Appellate Authority of the same office. For a Second Appeal or complaint, approach the Andhra Pradesh State Information Commission.
When to use a State portal or file offline instead
- The AP RTI portal is down or unavailable and your matter is time-sensitive.
- Your AP authority is not available or not working through the portal.
- For a Central Government office, use the Central portal (rtionline.gov.in) instead.
- You want a Speed Post trail as documentary proof, or you already know the PIO address.

Postal RTI packet checklist
- Signed RTI application addressed to the PIO
- Rs. 10 fee instrument (IPO / DD / Banker's cheque payable to the "Accounts Officer") or BPL proof
- Supporting document, if needed
- Envelope addressed to the PIO / public authority
- Your return address
- A photo or photocopy of the full packet before dispatch
- The Speed Post or registered post receipt
