Your MeeSeva application has a transaction number but the certificate has not come. MeeSeva is the front-end - the issuing department decides. Track first, then use the certificate-specific guide for your exact document, and use RTI to put the file on record when it stays stuck.

First, make sure the official route is exhausted

Still stuck? Put it on record with an RTI

If a MeeSeva application remains pending, an RTI to the SPIO of the issuing authority can request the application status, the officer it is pending with, the prescribed timeline (if any), and the recorded reasons. Identify the issuing authority from your receipt or status page; for some revenue certificates this may be the Tahsildar/MRO or RDO.

What to ask for (quote your registration number):
  1. The present status of MeeSeva application/transaction number [YOUR NUMBER] and the officer or desk it is currently pending with.
  2. The prescribed timeline applicable to this service, if any, and any recorded due date for its disposal.
  3. If the application was rejected or returned, a copy of the noting with the reasons recorded.
  4. The action taken on any grievance raised about this application, with the record of that action.

Under Section 7(1) of the RTI Act, the PIO is ordinarily required to respond within 30 days.

If the RTI reply does not arrive or is unsatisfactory, a First Appeal lies with the First Appellate Authority of the same public authority within 30 days.

Common questions

Who actually decides my application - MeeSeva or the department?MeeSeva is the service front-end; the issuing authority decides, and it varies by service. Identify it from your receipt or status page - for some revenue certificates this may be the Tahsildar/MRO or RDO. The application file, and therefore the RTI, sits with that authority's SPIO.
Will an RTI get my certificate issued?An RTI cannot order issue of the certificate. It provides access to the file - where the application is pending, since when, and the reasons recorded - which documents the delay for your next escalation.
Should I go to Prajavani instead?They are complements. The MeeSeva route (track, then the issuing office) is for a specific stuck application; Prajavani is Telangana's general grievance platform, taken in person at Praja Bhavan on Tuesdays and Fridays with online tracking.
