Quick answer: Telangana has an advantage most states lack: one RTI portal - rti.tshc.gov.in - serves both the High Court and the district courts of the state (the portal itself lists both). But RTI is Route 3, not Route 1: check the free online copies first, use the court’s own certified-copy process for judicial records, and bring in RTI when the registry process stalls and you need the trail on record. Route 1 - Free Copies Online (check first)

  • Judgments and final orders: search the eCourts judgments portal free; the High Court’s website (tshc.gov.in) publishes orders and case status.
  • Case status for district courts: services.ecourts.gov.in with the CNR number or party names.
  • A downloaded copy is often enough for planning your next step while a certified copy is processed.

Route 2 - Certified Copy (the court’s own process)

For a certified copy of a judgment, decree or other judicial record, use the court’s copy-application process - at the High Court’s copying section for HC matters, and at the concerned district court’s copying branch for district matters, with the fee the court’s rules prescribe (confirm the current fee at the copying counter or the court’s website before paying). This - not RTI - is the route the law provides for judicial records (CIC v. High Court of Gujarat).

Route 3 - RTI for the Registry Trail (when the process stalls)

When a copy application sits “under process” for weeks, a file goes “not traceable”, or nobody will state what happened to your application, RTI puts the registry trail on record - and in Telangana the single portal covers both court levels:

  • File online at rti.tshc.gov.in - select the High Court or the district court concerned; the fee and payment mode are as prescribed by the applicable RTI rules (shown on the portal).

  • A field note from our own filings: in at least one of our Telangana High Court RTI matters, the PIO asked the applicant to appear and make submissions in person. It is uncommon, but be prepared for it - carry your application copy and identifiers, and keep the interaction record-focused.

The Limit - Stated Plainly

RTI does not replace the certified-copy process and cannot compel inspection of judicial records - the court’s own rules govern those (CIC v. High Court of Gujarat). What the Telangana portal makes unusually convenient is Route 3: a single online window to put a registry question on record for any court in the state.
