Check This First

• The transcript cell’s own process: most universities have a prescribed transcript application (often paid, sometimes online). Note the application number and the fee receipt - your RTI is built on these.
• Your evaluator’s requirement: bodies like WES specify how transcripts must reach them (sealed envelopes or direct electronic delivery). Confirm the current requirement on the evaluator’s site so you request the right format the first time.
• DigiLocker/NAD: where your university has uploaded records, a verifiable digital copy can support (though rarely replace) the evaluator’s requirement.

What an RTI Can Ask

• The current status and file movement of transcript application no. ________ dated ________, and the desk/section where it is pending.
• The prescribed procedure, fee and ordinary processing time for issuing transcripts, as on record.
• The reasons recorded for the delay in my case, and copies of any objection or query raised.
• Whether the university dispatches transcripts directly to evaluation bodies, and the prescribed process for that, as on record.

Likely Public Authority

Common Mistakes to Avoid

• Filing the RTI before applying for the transcript - RTI tracks an application on record; it does not replace the transcript application itself.
• Not checking the evaluator’s delivery format first - a reissued transcript in the wrong format wastes the fee and weeks.
• Asking the university to “send my documents to WES” through RTI - RTI provides information; the dispatch itself follows the university’s transcript procedure.
• Expecting RTI to influence the evaluator - WES/ECA acceptance is governed by the evaluation body’s own rules; RTI works only on the Indian public authority’s records.

Common Questions

My evaluation deadline is close. Does RTI speed things up?

RTI cannot order issuance, but a precise RTI quoting your application number makes the university state on record where the request is pending and why - which is often the point where a stalled request starts moving, and it creates the paper trail for a First Appeal if silence continues.

My university is private. Can I still use RTI?

Purely private institutions are generally outside RTI. If a public university affiliates or regulates it, that body may hold relevant records and is covered.

What does the RTI cost?

It is a normal RTI - Rs. 10 in most cases and free for BPL applicants. The transcript itself has its own university fee, which the RTI can ask to see as prescribed on record.
