SSC Admit Card Shows the Wrong Scribe or Compensatory-Time Status (Locomotor Disability): Fix It Before the Exam, and Where RTI Fits

SSC has examined the disability documents of PwBD (locomotor) applicants and printed each candidate's scribe and compensatory-time status on the admit card. If yours is wrong, the notice of 7 September 2026 sends you to the Regional Office before the examination. RTI is for the record afterwards, not for the fix.

The situation this page is for

You applied for an SSC examination as a person with benchmark disability (locomotor), and asked for a scribe, or for compensatory time, in the online application. Your admit card has now been issued with your scribe and compensatory-time status printed on it, and it is wrong: the scribe you opted for is not shown, or the extra time is missing. SSC's notice of 7 September 2026 tells you what to do, and the window to do it closes when the examination is held.

Quick answer: This is not an RTI problem first. SSC's notice directs you to contact the Regional Director / Regional Office of your region immediately, with your disability certificate, the original scribe undertaking and any medical certificates, for rectification before the examination is conducted. Do that today, in writing, and keep proof. RTI comes in only afterwards, if the Regional Office does not act or gives no reasons: it can get you the record of how your documents were examined and what the decision was, so that you can challenge it properly.

Nothing on this page pauses an examination date. An RTI application does not entitle you to a scribe on the day; the Regional Office is the route the notice names for correcting your admit card.

What SSC's notice actually says

The notice (F.N. PP001/14/2024-PP, dated 07/09/2026, on SSC's Notice Board) is short. It says four things:

  • The details and documents that PwBD (locomotor) candidates uploaded for "the upcoming examination" have been examined by the Commission. The notice does not name the examination.
  • The notice states that entitlement for the visually handicapped, cerebral palsy and both-arms-affected categories has already been considered "without any issues", and that the notice concerns locomotor disability specifically. If your admit card is wrong in one of those other categories, the Regional Office is still where you raise it.
  • Admit cards are being issued with each candidate's compensatory-time / scribe entitlement status printed, "based on the verified documents", and candidates are told to review that status carefully.
  • A candidate who finds a discrepancy, or is dissatisfied with the status shown, "must immediately contact the Regional Director (RD) / Regional Office of their respective region with all relevant supporting documents (e.g., Disability Certificate, original Scribe Undertaking, or medical certificates) for timely rectification before the conduct of the examination."

Read your own admit card against those words. If the examination you are sitting is not the one this notice concerns, the Regional Office route is still the right one; the notice simply confirms that SSC treats it as the place to fix admit-card entitlement errors.

The scribe rules and paragraph numbers quoted are from the notice of the Combined Higher Secondary Level Examination, 2026, issued on the same day as the PwBD notice. Its own application window runs to 7 October 2026, so it is not the examination whose admit cards are being issued. Other SSC notices set out the scribe and compensatory-time provisions in similar terms, but the paragraph numbers differ; the notice of your own examination is the document that binds your case.

Step 1: go to the Regional Office now, in writing, with the documents

SSC's Citizen's Charter describes the Regional and Sub-Regional Offices as the local contact point for candidates' issues, and the 7 September notice names the Regional Director / Regional Office as the place to take a discrepancy for rectification. Do this before anything else:

  • Write a short letter or email to the Regional Director of your region. Say what the admit card shows, what you opted for in the application, and what your documents establish. Ask for rectification before the examination date.
  • Attach: your disability certificate; the scribe undertaking you uploaded (original, if you are visiting in person); any medical certificate in the Annexure-I format; the application printout showing that you opted for a scribe or compensatory time; the admit card.
  • Keep the acknowledgement, the email sent-copy, or the receipt stamp. If you visit, note the date, the counter and the name given to you.
  • If the examination is days away and the Regional Office is not responding, register a grievance on CPGRAMS (pgportal.gov.in). SSC's Citizen's Charter records that CPGRAMS grievances are centrally monitored by DARPG, and states that the Commission makes a concerted effort to have them addressed on priority. Treat it as a second channel with no promised timeline, not a replacement for the Regional Office.

Carry the same documents to the examination. In the CHSL 2026 notice this is Para 7.13: candidates who avail a scribe or compensatory time must produce the supporting documents at the examination and at document verification, and failure to do so leads to cancellation. Find the equivalent paragraph in the notice of your own examination.

Step 2: when RTI helps, and what it is for

RTI is for the record, not for the remedy. Use it if, after Step 1, any of these is true:

  • The Regional Office corrected nothing and gave no reasons.
  • You were told your documents "did not qualify" but not which document, or why.
  • You sat the examination without the entitlement you had opted for, and you want the documented basis of that decision for a representation, an appeal or a court challenge.

What you can ask for is the information the Commission holds about your own application: the outcome of the document examination the 7 September notice describes, the reasons recorded, the officer who took the decision, and the rules that were applied. Information about your own application is the Commission's own process record about you. CPIOs sometimes invoke Section 8(1)(j), the personal-information exemption; that exemption is written for information about other people, and a refusal that uses it against your own record is a point to take in first appeal. This is a line of argument, not a settled entitlement. What RTI cannot do is order SSC to change your admit card, add time to a completed examination, or re-examine your documents. It obtains records; it does not compel action.

The exact questions to ask

  1. Provide a certified copy of the record of examination of the disability documents uploaded with my application (application number and roll number to be given), including the date of examination, the designation of the officer who examined the documents, and the outcome recorded.
  2. Provide the reasons recorded for the compensatory-time / scribe entitlement status printed on my admission certificate.
  3. Provide a copy of the guidelines, office memoranda or instructions applied by the Commission in deciding scribe and compensatory-time entitlement for candidates with benchmark locomotor disability in this examination. (If your disability is assessed below 40 per cent, ask instead for the instruction the Commission applies to candidates with disability below 40 per cent, which the CHSL 2026 notice identifies as the Department of Empowerment of Persons with Disabilities OM No. 29-6/2019-DD-III dated 10.08.2022.)
  4. Provide the date on which my representation to the Regional Office (reference to be given) was received, the file in which it was processed, the decision taken and the date of communication to me.
  5. State whether any candidate-level record of my representation exists that has not been supplied, and if so, the reason under the RTI Act for withholding it.

Keep each question about a record. Do not ask "why was I denied", ask for the document that records the decision and its reasons.

What a useful reply should contain

  • A copy or an extract of the document-examination record for your application, not a general statement that "documents were examined".
  • The specific reason for the status shown: which certificate was found wanting, or which condition of Para 7 was not met.
  • The instruction relied upon, by number and date.
  • If the reply cites Section 8 to withhold something, the exact sub-section and the reason; a bare "exempt" is a ground for first appeal.

What RTI can and cannot do here

  • It can give you the written basis of the Commission's decision on your entitlement, in time for a representation, a grievance, or legal advice.
  • It cannot change the admit card, add time, appoint a scribe, or reopen the examination.
  • It does not extend any deadline set by the examination notice. The Regional Office step in Step 1 is the route the notice gives you before the examination; RTI is not a substitute for it.

Common Questions

The notice does not name the examination. Does it apply to mine?

The notice says only "the upcoming examination". Read your own admit card: if it prints a compensatory-time or scribe status you disagree with, the route in the notice, the Regional Office before the examination, is the one to use, whichever examination it is.

I did not opt for a scribe in the application. Can I still get one?

In the CHSL 2026 notice this is Para 7.4: the facility is provided only if opted for in the online application. Find the equivalent paragraph in the notice of your own examination. Raise it with the Regional Office anyway, with your certificate, but do not expect RTI to help with this; there is no record of a request the Commission never received.

Should I file the RTI now, before the exam?

File your representation with the Regional Office now. An RTI reply is ordinarily due within 30 days of receipt, which is usually after the examination. The RTI is for the record you will need afterwards if the Regional Office does not act.

Can I ask for another candidate's decision to compare?

No. Another candidate's disability documents and the decision on them are their personal information. Ask only about your own application and about the general instructions the Commission applied.

Where exactly do I send the RTI?

To the CPIO of the Regional Office that issued your admit card, addressed by designation, or to SSC (HQ), whose CPIOs are designated section-wise. If the CPIO you write to does not hold the record, Section 6(3) requires transfer to the one who does. SSC's Citizen's Charter states that the Headquarters and the Regional and Sub-Regional Offices are aligned to DoPT's Online RTI Portal, so rtionline.gov.in is normally available; confirm the office appears there before you rely on it, or send it by post with the fee.
