Quick answer: First check your status on the PM-Kisan portal (pmkisan.gov.in has a Know Your Status lookup) - most stoppages trace to eKYC, land-record seeding or bank/Aadhaar seeding flags, and the portal shows which. If the status does not explain it, or the office will not act, an RTI puts on record why your instalment was withheld, which verification is pending, and with whom. The PIO’s reply is ordinarily due in 30 days under Section 7(1).

  • Know Your Status on pmkisan.gov.in: note exactly what it shows - eKYC status, land seeding, bank/Aadhaar seeding and instalment history. This vocabulary is what your RTI quotes.
  • eKYC: a pending eKYC is the most common stoppage - it can usually be completed on the portal or at a CSC centre.
  • The village/mandal agriculture office: ask which verification (land or identity) is pending at their level, and get any answer in writing if you can.
  • The portal’s grievance route and helpline: log a grievance and keep the number - quoting it in the RTI puts the delay on record.

Likely Public Authority

PM-Kisan is implemented through the state agriculture department: the PIO of the district/mandal agriculture office holds the local verification records, and the state agriculture department the scheme records. The portal says payment was made but my account shows nothing. What do I ask?

My land records are in my father's name. Is that why?

Commonly, yes - land seeding verifies the record in your name. The RTI can ask exactly which land-record requirement is unmet in your case, so you fix the right thing (often a mutation - see mutation pending).

Who actually answers the RTI - Centre or state?

Local verification questions go to the district/mandal agriculture office’s PIO; scheme-record questions to the state agriculture department or the central ministry. When unsure, file to the district office - a PIO must transfer a misdirected application under Section 6(3).
