The "which authority holds my file" map
EPF, pension, and service-record matters span a wider authority surface than most citizens realise. A file might move between four or five offices between sanction and disbursal. Filing to the wrong PIO is the single biggest cause of delay. Use this map.

Section 7(1): the 48-hour clause for pensioner emergencies
Most pension matters fall under the 30-day window. But Section 7(1) of the RTI Act 2005 compresses the response to 48 hours where the matter concerns "the life or liberty of a person." For elderly pensioners and dependent family members, life-and-liberty arises more often than the bureaucracy admits.
Pension matters where Section 7(1) life-and-liberty applies:
- Family pension delay where the widow / widower / dependent parent has no other source of income
- Pensioner medical emergency where treatment depends on imminent disbursal
- Pensioner aged 80+ facing protracted bureaucratic delay (Supreme Court has been particularly protective of this cohort)
- Disability pension / wound pension for armed-forces personnel where treatment costs are ongoing
- Pensioner in financial distress with documented hospital admission, eviction notice, or loan default imminent

2. Employer EPF contribution missing / late remittance
Typical fact pattern: Your monthly EPF passbook shows missing months, partial contributions, or zero employer contribution while salary deductions continue. You raised the issue with your HR; they claim "it will reflect soon" but months pass without correction. When you escalate to EPFO grievance portal, you receive boilerplate replies.
Correct PIO: EPF Enforcement Officer of the jurisdiction where your employer is registered (typically the same as your regional EPFO).

3. Pension sanction delay (central or state government)
Typical fact pattern: You retired or are about to retire. Your pension papers were processed by the office; the pension order was issued; but the actual disbursal has not started. Or you are receiving a much smaller amount than expected with no breakdown provided. The file is "with the Pay & Accounts Office", "with CPAO", "with the Treasury" — always somewhere else.
Correct PIO (for central govt): Multi-PIO strategy works best — Department HoD, Pay & Accounts Office (PAO), Central Pension Accounting Office (CPAO), bank disbursing agent. We typically file 2 parallel RTIs in the chain.

4. Family pension after death of pensioner (Section 7(1) territory)
Typical fact pattern: Your spouse / parent passed away. They were receiving pension. Family pension is a statutory right of the eligible surviving family member but the sanction process drags on for months — death certificate verification, fresh PPO issuance, identity verification, joint photograph — while the family\'s monthly income is zero.
Correct PIO: Last employer of the deceased pensioner + CPAO (central) / State Treasury (state) + bank disbursing agent. We typically file 2 RTIs in parallel and invoke Section 7(1) explicitly.

5. Gratuity / leave encashment / terminal benefits
Typical fact pattern: You retired or resigned. Gratuity / leave encashment was assessed; payment is pending more than 30 days. Sometimes the employer disputes the calculation. Sometimes there is no dispute, just delay.
Correct PIO: Employer\'s administrative cell + Controlling Authority under the Payment of Gratuity Act 1972 (typically the Assistant Labour Commissioner of the jurisdiction).

6. Service record / seniority / promotion / transfer dispute
Typical fact pattern: Your office service book has errors (date of joining, qualifications recorded, leave balance, seniority position). Your name has been wrongly placed in the seniority list. Your promotion has been overlooked. Your transfer order has been issued without due process. The office refuses to correct or even acknowledge.
Correct PIO: Administrative / HR cell of your department. Escalation: Vigilance section or the Cadre Controlling Authority.
