Ladakh RTI Online Portal Help: Department Not Listed, Payment, First Appeal and Offline Filing

You can file an RTI or First Appeal online for Union Territory of Ladakh public authorities through the Ladakh RTI portal at rtionline.ladakh.gov.in. The fee is Rs. 10, paid online by internet banking. If your authority is not listed, file a hard-copy (postal) RTI. Do not use this portal for Central Government offices or other States.
Before you start, keep these ready
- A mobile number and email
- Your full postal address
- The Ladakh department / public authority you want information from
- Your RTI questions in plain text
- An internet-banking facility to pay the fee online
- A BPL certificate, if claiming the exemption
How filing works
- Open rtionline.ladakh.gov.in and start a new RTI request.
- Select the concerned UT of Ladakh public authority (if not listed, file a hard-copy RTI instead).
- Enter your applicant details and write your RTI in plain text.
- Pay the Rs. 10 fee online by internet banking (BPL applicants attach the certificate).
- Submit and save the registration number - you need it to track and to file a First Appeal.
If your department is not listed (the most common problem)
- Look for the parent UT of Ladakh department - the office may sit under a larger listed authority.
- If your authority is not listed, file a hard-copy (postal) RTI to the PIO - see our guide to filing RTI offline.

- Use Section 6(3) transfer only after a reasonable effort to find the right office. See Section 6(3) explained.

Common portal errors and how to fix them
Department / public authority not listed
The portal covers listed UT of Ladakh authorities only. If yours is not listed, file a hard-copy (postal) RTI to the PIO. If it is a Central office, use rtionline.gov.in.
Payment failed, or amount debited but not confirmed
Do not pay again immediately. Save the bank reference and check the status; retry only after confirming.
Portal rejects special characters in your RTI text
Remove bullets, emojis, smart/curly quotes and copied formatting. Paste via Notepad first, then use simple punctuation.
No registration number generated
Do not assume the RTI was filed. Check the status and your email; if nothing appears, file by post and keep proof.
Filing a First Appeal
The Ladakh portal supports First Appeals online using your registration number. If your RTI was filed by post, file the appeal physically to the First Appellate Authority. For a Second Appeal or complaint, the matter goes to the Central Information Commission (CIC), as Ladakh does not have its own State Information Commission.
When to use a State portal or file offline instead
- Your Ladakh authority is not listed on the portal (file a hard-copy RTI).
- The portal or online payment is repeatedly failing.
- The office is a Central Government body or another State - use the Central portal (rtionline.gov.in) or that route.
- You want a Speed Post trail as documentary proof, or you already know the PIO address.

Postal RTI packet checklist
- Signed RTI application
- Correct fee instrument or BPL proof
- Supporting document, if needed
- Envelope addressed to the PIO
- Your return address
- A photo/photocopy of the full packet before dispatch
- The Speed Post or registered post receipt
