Jharkhand RTI Online Portal Help: Department Not Listed, Payment, First Appeal and Offline Filing

Quick answer

You can file an RTI or First Appeal online for Government of Jharkhand public authorities through the Jharkhand RTI portal at rti.jharkhand.gov.in. You can file directly (a unique registration number is issued on submission). The fee is Rs. 10, paid online; the request text is limited to 500 words. Do not use this portal for Central Government offices or other States. If your Jharkhand office is not available, file by post to the concerned PIO.

Before you start, keep these ready

  • A mobile number and email (for updates and the acknowledgement)
  • Your full postal address
  • The Jharkhand department / public authority you want information from
  • Your RTI questions in plain text, within 500 words (attach a PDF if longer)
  • A payment method - Net Banking, Debit Card, Credit Card or UPI
  • A poverty (BPL) certificate, if claiming the fee exemption
Good to know: You can file directly on the Jharkhand portal - a unique registration number is issued on submission for tracking (the separate "Officers Login" is for PIOs, not applicants). The request text is limited to 500 words; attach a supporting document for anything longer.

How filing works

  1. Open rti.jharkhand.gov.in and start a new RTI request (you can file directly, no citizen account needed).
  2. Read the guidelines and select the concerned Jharkhand department / public authority.
  3. Enter your applicant details and postal address.
  4. Write your RTI request within the 500-word limit; attach the rest as a PDF if longer.
  5. Pay the Rs. 10 fee online by Net Banking / Debit / Credit card or UPI (BPL applicants attach the poverty certificate).
  6. Submit and save the unique registration number - you need it to track and to file a First Appeal (free).

If your department is not listed (the most common problem)

  • Look for the parent Jharkhand department - the office may sit under a larger public authority.
  • If it is a Central Government office or a court, the portal does not cover it - use the Central RTI portal (rtionline.gov.in) or the prescribed route. See our Central portal help.

Common portal errors and how to fix them

Department / public authority not listed

The portal is only for Government of Jharkhand bodies. Look for the parent Jharkhand department. If it is a Central Government office (or a court / excluded body), use rtionline.gov.in or the correct route. If a Jharkhand office is not available, file by post to its PIO.

Your RTI is longer than 500 words

The portal limits the request text to 500 words (excluding name, address etc.). Keep the box short and attach the full application as a PDF.

Payment failed, or amount debited but not confirmed

Do not pay again immediately. Save the bank reference and check the status. If debited but not confirmed, keep the reference and retry only after confirming.

Portal rejects special characters in your RTI text

Remove bullets, emojis, smart/curly quotes and copied formatting. Paste your draft into Notepad first, then use simple punctuation.

Supporting document upload failed

Use a small PDF and remove spaces/special characters from the file name. Upload only what is relevant to your RTI (and a poverty certificate if claiming the exemption).

No registration number generated

Do not assume the RTI was filed. Check the status and your email. If nothing appears, retry or file by post and keep the postal receipt as proof.

Filing a First Appeal

The Jharkhand portal supports First Appeals online ("Submit First Appeal") using your registration number - there is no fee for a First Appeal. If your RTI was filed by post, file the appeal physically to the First Appellate Authority of the same office. For a Second Appeal or complaint, approach the Jharkhand State Information Commission.

When to use a State portal or file offline instead

  • The Jharkhand office is not available on the portal, or it is a court / excluded body.
  • The portal or online payment is repeatedly failing.
  • The office is a Central Government body or another State's authority - use the Central portal (rtionline.gov.in) or that State's route.
  • You want a Speed Post trail as documentary proof, or you already know the PIO address.

  • Signed RTI application
  • Correct fee instrument or BPL/poverty certificate
  • Supporting document, if needed
  • Envelope addressed to the PIO / public authority
  • Your return address
  • A photo or photocopy of the full packet before dispatch
  • The Speed Post or registered post receipt
