Jammu & Kashmir RTI Online Portal Help: Department Not Listed, Payment, First Appeal and Offline Filing
Note: FileMyRTI is not a government website. This guide helps citizens use the official RTI portal correctly. If the portal does not support your department or filing route, FileMyRTI can help you file through the correct online or postal method.
You can file an RTI or First Appeal online for Union Territory of J&K public authorities through the J&K RTI portal at rtionline.jk.gov.in. You can file directly ("Submit RTI Request" - no account needed). The fee is Rs. 10, and the request text is limited to 3000 characters. If your authority is not in the portal list, the portal itself recommends filing a physical (postal) RTI. Do not use this portal for Central Government offices or other States.
Before you start, keep these ready
- A mobile number and email (for updates and the acknowledgement)
- Your full postal address
- The J&K department / public authority you want information from
- Your RTI questions in plain text, within 3000 characters (attach a PDF if longer)
- A payment method - internet banking, a credit/debit card or UPI
- A copy of your BPL certificate, if claiming the fee exemption
How filing works
- Open rtionline.jk.gov.in and use "Submit RTI Request" (you can file directly, no account needed).
- Select the concerned J&K public authority from the list - if it is not listed, file a physical RTI instead (the portal itself recommends this).
- Enter your applicant details and postal address.
- Write your RTI request within the 3000-character limit; attach a PDF if longer. Do not upload Aadhaar/PAN/passport.
- Pay the Rs. 10 fee online (internet banking, card or UPI).
- Submit and save the registration number - you need it to track and to file a First Appeal (free).
If your department is not listed (the most common problem)
- Look for the parent J&K department - the office may sit under a larger public authority.
- If your authority is not in the portal list, file a physical (postal) RTI to the PIO - the portal itself recommends this. See our guide to filing RTI offline.
- If it is a Central Government office, use the Central RTI portal (rtionline.gov.in) - see our Central portal help.
- If it is another State's public authority, use that State's RTI route.
- Use Section 6(3) transfer only after a reasonable effort to identify the correct public authority. See Section 6(3) explained.

Common portal errors and how to fix them
Department / public authority not listed
The J&K portal only covers authorities in its menu. If yours is not listed, the portal recommends filing a physical (postal) RTI to the PIO. If it is a Central Government office, use rtionline.gov.in.
Your RTI is longer than 3000 characters
The portal limits the request text to 3000 characters. Keep the box short and attach the full application as a PDF in the "Supporting Document" field.
Payment failed, or amount debited but not confirmed
Do not pay again immediately. Save the bank reference and check the status. If debited but not confirmed, keep the reference and retry only after confirming.
Portal rejects special characters in your RTI text
Remove bullets, emojis, smart/curly quotes and copied formatting. Paste your draft into Notepad first, then use simple punctuation.
Upload blocked / personal-ID warning
Do not upload Aadhaar, PAN, passport or other personal-identity documents - the portal asks you not to. Upload only a small PDF relevant to your RTI (and a BPL certificate if claiming the exemption).
No registration number generated
Do not assume the RTI was filed. Check the status and your email. If nothing appears, retry or file by post and keep the postal receipt as proof.
Filing a First Appeal
The J&K portal supports First Appeals online ("Submit First Appeal") using your registration number - there is no fee for a First Appeal. If your RTI was filed by post, file the appeal physically to the First Appellate Authority of the same office. Note: since J&K has no State Information Commission after the 2019 reorganisation, the Second Appeal lies with the Central Information Commission (CIC), New Delhi.
When to use a State portal or file offline instead
- Your J&K authority is not in the portal list (the portal recommends a physical RTI).
- The portal or online payment is repeatedly failing.
- The office is a Central Government body or another State's authority - use the Central portal (rtionline.gov.in) or that State's route.
- You want a Speed Post trail as documentary proof, or you already know the PIO address.

Postal RTI packet checklist
- Signed RTI application
- Correct fee instrument or BPL proof
- Supporting document, if needed
- Envelope addressed to the PIO / public authority
- Your return address
- A photo or photocopy of the full packet before dispatch
- The Speed Post or registered post receipt
