Haryana RTI Online Portal Help: Registration, Department Not Listed, Payment, First Appeal and Offline Filing

Quick answer

You can file an RTI and First Appeal online for Government of Haryana public authorities at rtiharyana.gov.in (run by the State Information Commission, Haryana). You must register and log in first. The fee is Rs. 10, paid online. Note: the Second Appeal cannot be filed online - it must be filed manually. Do not use this portal for Central Government offices or other States. If your Haryana office is not available, file by post to the concerned PIO.

Before you start, keep these ready

  • Your full name and postal address
  • An active mobile number and email (used for registration and all replies)
  • Haryana portal registration / login details
  • The Haryana department / public authority you want information from (select the related Headquarter/Directorate, not the district office directly)
  • Your RTI questions, written in plain text
  • A payment method - Net Banking, Credit/Debit Card, UPI, NEFT/RTGS or e-Challan (cash/cheque at any SBI branch)
  • BPL proof, if claiming the fee exemption
Good to know: The Haryana portal requires you to register (with an active email and mobile - all acknowledgements and replies go there) and log in before filing. When choosing the office, select the related Headquarter / Directorate from the List of Public Authorities rather than a district office directly.

How filing works

  1. Open rtiharyana.gov.in and register (active email + mobile), then log in.
  2. Start a new RTI application and select the related Haryana Headquarter / Directorate public authority.
  3. Enter your applicant details and postal address.
  4. Write your RTI request in clear, plain text.
  5. Pay the Rs. 10 fee online (Net Banking, Card, UPI, NEFT/RTGS or e-Challan); BPL applicants are exempt.
  6. Submit and save the registration / acknowledgement number.
  7. Track status, and file a First Appeal online (Form B) if needed.

If your department is not listed (the most common problem)

  • Select the related Headquarter / Directorate from the List of Public Authorities - do not file directly for a district office.
  • If it is a Central Government office, use the Central RTI portal (rtionline.gov.in) - see our Central portal help.
  • If it is another State's public authority, use that State's RTI route.
  • If a Haryana office is not available on the portal, file by post to the concerned PIO - see our guide to filing RTI offline.

Common portal errors and how to fix them

Registration / login not working

Use an active email and mobile. Note the portal locks the account for 20 minutes after 3 wrong login attempts - wait and retry, or reset. The portal is best used on Firefox or Edge on a desktop/laptop (it is not optimised for mobile). If it keeps failing, file by post.

Department / public authority not found

Do not file directly for a district office - select the related Headquarter/Directorate from the List of Public Authorities. If it is a Central Government office, use rtionline.gov.in. If a Haryana office is not available, file by post to its PIO.

Payment failed, or amount debited but not confirmed

Do not pay again immediately. Save the bank reference and check the status. If debited but not confirmed, keep the reference and retry only after confirming - or pay by e-Challan at an SBI branch.

Portal rejects special characters in your RTI text

Remove bullets, emojis, smart/curly quotes and copied formatting. Paste your draft into Notepad first, then use simple punctuation.

Cannot file the Second Appeal online

The Haryana portal does not support online Second Appeals - they must be filed manually (by post or by hand, in triplicate) to the State Information Commission, Haryana.

No registration / acknowledgement number generated

Do not assume the RTI was filed. Check the status and your email. If nothing appears, retry or file by post and keep the postal receipt as proof.

Filing a First Appeal

The Haryana portal supports First Appeals online (Form B) for RTIs filed through it - use your registration number. The Second Appeal cannot be filed online: it must be filed manually (by post or by hand, in triplicate) to the State Information Commission, Haryana. If your RTI was filed by post, file the First Appeal physically too.

When to use a State portal or file offline instead

  • You need to file a Second Appeal (online not supported - file manually to the SIC, Haryana).
  • The Haryana office is not available on the portal, or registration/payment keeps failing.
  • The office is a Central Government body or another State's authority - use the Central portal (rtionline.gov.in) or that State's route.
  • You want a Speed Post trail as documentary proof, or you already know the PIO address.

  • Envelope addressed to the PIO / public authority
