Gujarat RTI Online Portal Help: Account, Department Not Listed, Payment, First Appeal and Offline Filing
Note: FileMyRTI is not a government website. This guide helps citizens use the official RTI portal correctly. If the portal does not support your department or filing route, FileMyRTI can help you file through the correct online or postal method.
You can file an RTI online at onlinerti.gujarat.gov.in for Gujarat State Government public authorities available on the portal (it is being rolled out in phases). Do not use it for Central Government offices - those are returned without refund. If your office is not yet on the portal, file by post to the concerned PIO. Below are the inputs to keep ready, the common portal errors and their fixes, and when to file offline instead.
Before you start, keep these ready
- A mobile number and email (to create your account and receive updates)
- Your full postal address
- The Gujarat department / public authority you want information from
- Your RTI questions, written in plain text (attach a PDF if your request is long)
- A payment method accepted by the portal (internet banking, SBI ATM-cum-Debit card, Mastercard/Visa card or an online wallet)
- A supporting document as a small PDF, if needed
- A copy of your BPL certificate, if you are claiming the fee exemption
How filing works
- Open onlinerti.gujarat.gov.in and create a user account (recommended so you can track and appeal later).
- Start a new RTI request and read the portal instructions.
- Select the concerned Gujarat State public authority - only if it is available on the portal (the rollout is phased).
- Enter your applicant details and postal address.
- Write your RTI request in plain text; if it is long, attach the rest as a PDF.
- Pay the prescribed fee online (internet banking, SBI ATM-cum-Debit card, Mastercard/Visa card or wallet). BPL applicants attach the BPL certificate instead.
- Submit and save the unique registration number - you need it to track the RTI and to file a First Appeal online.
If your department is not listed (the most common problem)
- Look for the parent Gujarat department - the office may sit under a larger State public authority.
- Remember the portal is phased - your Gujarat office may simply not be onboarded yet; that does not mean you cannot file, only that you may need the postal route.
- If it is a Central Government office, use the Central RTI portal (rtionline.gov.in) - see our Central portal help.
- If it is another State's public authority, use that State's RTI route.

- Use Section 6(3) transfer only after a reasonable effort to identify the correct public authority. See Section 6(3) explained.

Common portal errors and how to fix them
Department / public authority not listed
The Gujarat portal is rolled out in phases, so not every office is available yet. Look for the parent Gujarat department first. If it is a Central Government office, use the Central portal. If your Gujarat office is not yet on the portal, file by post to its PIO.
Account creation or login not working
Check the email/mobile you registered with, reset the password, clear the browser cache or try another browser. For login/filing technical issues, the portal lists a technical support email (helppgportal@gov.in). If it keeps failing and your matter is time-sensitive, file by post.
Payment failed, or amount debited but not confirmed
Do not pay again immediately. Save the bank reference number and check the portal status/history. If the amount was debited but the request is not confirmed, keep the reference and contact the Gujarat RTI helpline before paying again.
Portal rejects special characters / request too long
The request box has a character limit and rejects unusual symbols. Remove bullets, emojis, smart/curly quotes and copied formatting (paste via Notepad first). If your RTI is long, keep the box short and attach the full text as a PDF.
Supporting document upload failed
Use a small PDF and remove spaces/special characters from the file name. Upload only what is relevant to your RTI (and a BPL certificate if claiming the exemption).
No registration number generated
Do not assume the RTI was filed. Check the status/history and your email. If no registration number appears, try again or file by post and keep the postal receipt as proof.
Filing a First Appeal
If you filed your RTI through the Gujarat portal, you can file the First Appeal online using the "Submit First Appeal" option with your registration number - after the 30-day period has lapsed or once the PIO responds. If your RTI was filed physically by post, file the appeal physically unless the authority gives an online route. For a Second Appeal or complaint, use the Gujarat Information Commission route - not this RTI application / First Appeal flow.
When to use a State portal or file offline instead
- Your Gujarat office is not yet on the portal (phased rollout) - file by post to its PIO.
- The office is a Central Government body or another State's authority - use the Central portal (rtionline.gov.in) or that State's route.
- The portal or payment is repeatedly failing.
- You want a Speed Post trail as documentary proof, or you already know the PIO address and prefer postal filing.

Postal RTI packet checklist
- Signed RTI application
- Correct fee instrument or BPL proof
- Supporting document, if needed
- Envelope addressed to the PIO / public authority
- Your return address
- A photo or photocopy of the full packet before dispatch
- The Speed Post or registered post receipt

Frequently Asked Questions
Do I need an account to file Gujarat RTI online?
The portal says you should create a user account to file and track RTIs. You can also file directly without logging in, but then the RTI will not appear in your account history.
What is the fee for Gujarat RTI?
The Gujarat portal / payment flow will show the payable RTI fee during filing. Because State RTI fees and modes can change, confirm the current amount on the portal before paying. BPL applicants are exempt with valid BPL proof.
Can I file Central Government RTI on the Gujarat portal?
No. The Gujarat portal is only for Gujarat State public authorities. RTIs filed here for Central public authorities are returned without refund - use rtionline.gov.in for Central RTIs.
