Assam RTI Online Portal Help: Login, Department Not Listed, Payment, First Appeal and Offline Filing

Quick answer

You can file an RTI or First Appeal online for Government of Assam public authorities through the Assam RTI portal at rtionline.assam.gov.in. You must sign in (Citizen Login) first. The fee is Rs. 10 (non-refundable once paid), and the request text is limited to 1000 words. Do not use this portal for Central Government offices or other States. If your Assam office is not available, file by post to the concerned PIO.

Before you start, keep these ready

  • A mobile number and email (to sign in and receive updates)
  • Your full postal address
  • The Assam department / public authority you want information from
  • Your RTI questions in plain text, within 1000 words (attach a PDF if longer)
  • A payment method as shown by the portal (net banking is supported)
  • BPL certification, if claiming the fee exemption
Good to know: The Assam portal requires Citizen Login before filing. The request text is limited to 1000 words (excluding name, address etc.) - attach a supporting document for anything longer. Note: the RTI fee is non-refundable once an acknowledgement is issued, even if the application is rejected.

How filing works

  1. Open rtionline.assam.gov.in and sign in (Citizen Login is required).
  2. Start a new RTI request and select the concerned Assam department / public authority.
  3. Enter your applicant details and postal address.
  4. Write your RTI request within the 1000-word limit; attach the rest as a "Supporting document" if longer.
  5. Pay the Rs. 10 fee online (BPL applicants are exempt) - remember the fee is non-refundable once an acknowledgement is issued.
  6. Submit and save the registration / acknowledgement number - you need it to track and to file a First Appeal (free).

If your department is not listed (the most common problem)

  • Look for the parent Assam department - the office may sit under a larger public authority.
  • If it is a Central Government office, use the Central RTI portal (rtionline.gov.in) - see our Central portal help.
  • If it is another State's public authority, use that State's RTI route.

Common portal errors and how to fix them

Login / sign-in not working

Check the email/mobile you registered with and retry; clear the browser cache or try another browser. If it keeps failing and your matter is time-sensitive, file by post so you do not lose time.

Your RTI is longer than 1000 words

The portal limits the request text to 1000 words (excluding name, address etc.). Keep the box short and upload the full application as a "Supporting document".

Payment failed, or amount debited but not confirmed

Do not pay again immediately. Save the bank reference and check the status. If debited but not confirmed, keep the reference and retry only after confirming. Remember a confirmed fee is non-refundable, so confirm before re-paying.

Portal rejects special characters in your RTI text

Remove bullets, emojis, smart/curly quotes and copied formatting. Paste your draft into Notepad first, then use simple punctuation.

Supporting document upload failed

Use a small PDF and remove spaces/special characters from the file name. Upload only what is relevant to your RTI (and BPL certification if claiming the exemption).

No registration / acknowledgement number generated

Do not assume the RTI was filed. Check the status and your email. If nothing appears, retry or file by post and keep the postal receipt as proof.

Filing a First Appeal

The Assam portal supports First Appeals online for RTIs filed through it - there is no fee for a First Appeal. If your RTI was filed by post, file the appeal physically to the First Appellate Authority of the same office. For a Second Appeal or complaint, use the State Information Commission, Assam - note the Second Appeal is filed on a separate SIC portal (sic.assam.gov.in), with uploads in PDF up to 10 MB per file.

When to use a State portal or file offline instead

  • The Assam office is not available on the portal, or login/payment keeps failing.
  • The office is a Central Government body or another State's authority - use the Central portal (rtionline.gov.in) or that State's route.
  • You want a Speed Post trail as documentary proof, or you already know the PIO address.

  • Correct fee instrument or BPL proof
  • Supporting document, if needed
  • Envelope addressed to the PIO / public authority
  • Your return address
  • A photo or photocopy of the full packet before dispatch
