What is SIC?

A State Information Commission (SIC) is the top RTI appellate body for a state's public authorities. Each state has its own SIC that hears second appeals and complaints. Full form: State Information Commission.

Each state constitutes its own Information Commission under Section 15, made up of a State Chief Information Commissioner and up to ten State Information Commissioners. It is the final RTI authority for offices under that State Government.

If a State PIO and the First Appellate Authority both fail you, your Second Appeal under Section 19(3) goes to the SIC within 90 days. Most States have their own SIC; Union Territories that do not have a separate Commission route their second appeals to the Central Information Commission (CIC) instead.
