CPGRAMS complaint ignored or closed without action? Do this next

You lodged a grievance on CPGRAMS, you have a registration ID, and either nothing has happened or it was closed without your problem being solved. This page walks the official route first, then shows how an RTI gets the file on record when that route stalls.

First, make sure the official route is exhausted

Check scope. CPGRAMS does not handle: RTI matters, sub-judice cases, personal/family disputes, religious matters, and service matters unless internal channels are exhausted.
Step 1 - File correctly. Register on pgportal.gov.in and lodge the grievance; you receive a registration ID.
Step 2 - Track it. View Status on the portal using your registration ID.
Step 3 - Know the timeline. Official timeline: 21 days (an interim reply with reasons is required if it takes longer).
Step 4 - Escalate on the portal. If closed unresolved, rate the closure "Poor" and file an appeal within 30 days — tracked on the same registration ID.

If the grievance stalls beyond its stated timeline, an RTI to the CPIO of the ministry or department it was routed to can request the action-taken record on your registration ID.

What to ask for (quote your registration number):
  1. The present status of grievance registration number [YOUR ID] and the officer or desk it is currently pending with.
  2. The dates on which the grievance was forwarded, and to which office(s), with copies of the forwarding correspondence.
  3. A copy of the action-taken report or closure report recorded against the grievance, with the reasons recorded for closure.
  4. The designation of the officer who closed the grievance and the date of closure.

Under Section 7(1) of the RTI Act, the PIO is ordinarily required to respond within 30 days.

If the RTI reply does not arrive or is unsatisfactory, a First Appeal lies with the First Appellate Authority of the same public authority within 30 days.

Common questions

Who actually holds my grievance file - CPGRAMS or the ministry?Substantive action records are usually with the ministry or department the grievance was routed to; CPGRAMS/DARPG may hold platform and forwarding records. RTIs about the action taken are best addressed to the routed authority.
Can I file an RTI on the CPGRAMS portal?No. CPGRAMS officially excludes RTI matters from its scope. RTIs are filed separately - online through the central RTI portal (rtionline.gov.in) for central ministries, or on paper to the CPIO.
Will an RTI get my grievance resolved?An RTI cannot order a resolution. It provides access to the information a public authority holds - status, file movement, recorded reasons - which shows where the grievance is stuck and gives you paper for the next escalation.
